• Drafted and analyzed numerous zoning and land use regulatory measures for several cities.
• Negotiated complex governmental regulatory power sharing transactions, including rural fringe zone development authority; utilities extension/expansion moratoria airport approach zone building regulations property acquisition/eminent domain proceedings (Livermore).
• Drafted redevelopment plans and regulations that superseded city zoning in downtown rehabilitation and redevelopment project.
• Drafted and implemented zoning ordinances, subdivision regulations, manufactured housing legislation.
• Facilitated elected official training, and numerous focus groups such as the San Jose Downtown Working Review Committee composed of disparate downtown business and community interests.
• Worked extensively with environmental quality issues/regulations and regulatory agencies such as EPA and US Army COE.
