PMRG Principals

Gary Reiners is a co-founder and principal of PMRG. Gary has more than thirty-five years of experience in the innovative and sensitive handling of complex projects in both the private and governmental spheres, having served during the 1980’s as chief legal counsel and project negotiator in one of America's largest urban redevelopment efforts in the City of San Jose, California. In addition to his local government service, he served as Iowa State Director for the Nature Conservancy during the 1990’s helping to structure a framework for public/private conservation efforts in the rural Iowa landscape. Gary serves as Adjunct Professor for the Iowa State University College of Design, teaching planning and environmental law as well as courses in metropolitan development issues.
Sue Cosner is a co-founder and principal of PMRG. She recently returned to Iowa from Washington, DC where she worked for the International City/County Management Association (ICMA) as the Director of ICMA’s CityLinks program. Sue is a former city administrator (Panora, IA) with over 26 years of local government experience. Her career achievements include general city management, various economic development and redevelopment capacities in both large and small communities, urban and rural urban planning, and association management. From 1994 to 2008 Sue served as a gubernatorial appointee to the state of Iowa’s City Development Board (oversees the statutory annexation process). She also served as Lecturer in the College of Design at Iowa State University.

PMRG was founded in 1999 to provide a range of innovative planning and public management services to medium and small-sized cities, and rural counties, where experience and personalized service can have a great impact on results. PMRG’s founding principals, Gary Reiners and Sue Cosner, are long-time veterans of the municipal and non-profit sectors with wide backgrounds in land use planning, community development and management, legislative advocacy, public policy formulation and environmental management.

We accomplish our mission with a team of highly skilled and seasoned professionals assembled on a project basis. PMRG brings to its projects the ability to associate as needed a large cohort of experienced professional project associates, as well as the close personal attention and concern that only a small firm can provide. This mode of service delivery gives PMRG clients the same expert, creative, and innovative services traditionally available only to larger entities.
PMRG principals are current or former public officials, and as such they understand the challenges and machinery of local government – providing practical solutions that can stand up to the rigors of the real world. From comprehensive land-use planning and community visioning, to the nuts and bolts techniques of annexation and development, PMRG’s experienced staff focuses on useable results for communities and private entities operating in the public arena.
